99,000 Officials in Ukraine Concealed 445,500 Declarations

In Ukraine, 99,087 officials concealed 445,536 of their declarations from 2015 to 2026. The leaders in the number of concealed documents are military personnel of the Armed Forces of Ukraine and employees of the National Police. The average number of concealed declarations per official is 4.5. The highest number of concealed declarations was recorded before the full-scale invasion: 2016 - 94,968, 2017 - 63,859, 2018 - 67,582, 2019 - 70,616, 2020 - 72,068, 2021 - 30,249. During the full-scale invasion, the share of seized declarations is about 2%. More than half of all declarants with concealed profiles are military personnel of the Armed Forces of Ukraine (50,200 individuals). Among the categories of officials by the number of concealed declarations, the leaders are: Armed Forces of Ukraine - 50,255 individuals, National Police - 16,485 individuals, city councils - 2,557 individuals. The mechanism for concealing declarations, introduced at the end of 2023, is aimed at protecting military personnel and law enforcement officers from risks associated with the war. Declarations are removed based on requests from heads of government agencies.
